I was talking with my Japanese coworker who was telling me about having to do some sort of annual health inspection-one of the criteria being a waist measurement and weight. Apparently if you exceed the set standards you have to pay fines.

Do you think if something like this was set in place in America it would motivate people to be healthier and loose weight?

Also some companies in Japan will provide quick healthy lunch choices in their cafeteria areas, or discounted gym membership to promote a year-round fit life style.

Should there be penalties/fines/or increased in insurance costs for those that don't meet the standard?

Personally I don't think they should be fined for "breaking the law" but there should be heftier insurance rates. Issues such as diabetes, hypertension, back/joint issues, and heart disease are all associated with weight, thus putting someone as a high risk individual.
