Search Results: standing out in the crowd

So my daughter takes the bus to school and back everyday. Her bus route takes one transfer at a big intersection where many other students also wait for the bus. Every week or so, she notices a man at that intersection waiting for the same bus. He tends to stand near the girls (but not overly close, maybe 3 feet away) for a minute or so and then walks away and then stands alone. Very odd behavior, and he did that with my daughter once. She gave him a mean look and he walked away, and hasn't stood near her again since then. He doesn't stare at people or anything, but his behavior is odd, though most of the time he is standing alone, apparently minding his own business.

But the greatest oddity is that every week or so, she sees him at the same intersection waiting for the same bus as her after school as well. Thus he does this when students are waiting for the transfer bus when going to school and also when they are waiting for the transfer bus to go home as well. This surely doesn't seem like a coincidence and that he is timing his visits to the bus stop only when he knows a crowd of students will be there. And another oddity is that she has never remembered seeing him actually getting on the bus either. Though there are different buses and maybe the particular bus she gets on is not the bus he's "waiting" for, it does seem very peculiar indeed.

So what can we do about this? We thought of informing the principal of the my daughter's school, but this intersection is pretty far away from the school and is probably none of the principal's business. So report his behavior to police? But he's apparently not committing any crime or causing any harassment, so I don't see what they would do. He's also not there everyday, so police would have to stake out that intersection for a week or two before they finally find him--a costly operation unlikely to happen since they don't even have anything on him. We are at a total loss about how to deal with this.

If someone is getting bullied and there a crowd laughing at their misery aren't they just as bad too?

They aren't just bystanders standing there and doing nothing (that would be different) but staying there until the bullies are done tormenting their victim. They find it funny. To be honest, even though they aren't doing the direct bullying, I find it just as bad too.

My uncle used to be bullied by 3 guys in his school years; grades 6-9. Whenever it happen, there was a crowd cheering (his classmates) and laughing.

If you're 1 of the girls that wears black leggings and keeps a solid poker face every time a player has come up to you, tried to ignore looking down but he can't and his jaw drops hard... would you accept a well paid offer from a player who's tried it on you girls like that, lost like that against you... to go to a club where he would use the microphone and announce, with you standing next to him, to other possible players in the crowd how he used to be 1, telling them what he tried on you girls, what the result was, how his ego is crushed, and advising them to drop the act now before they end up like he is? If you would, what would your reaction be as he announced it?
