Just as a bully's parents are responsible for raising a kid with little empathy towards others, can the opposite be said too?

If the parents don't teach the kid life skills, how to stand for themselves and others or get them involved in social activities then that might play a role.

In my case I was just fortunate to have been friends with a kind, popular crowd consisting of 3 girls and a guy. If anyone tried messing with me, they would take care of the matter immediately. Along the way, I gained social skills (ex: never look down and hide when someone is talking to you) and became more streetwise; things my parents never taught me.
I could have easily become a bullied victim if it weren't for their empathy towards me.

My younger brother on the other hand wasn't so lucky. He's now 22 and has resumed therapy sessions. He never gone out on a date, never enrolled in college and barely has friends. He suffered more bullying in HS amd started getting thinner at some point. Though I blame my parents. They spoiled him a lot more than me. My parents tied his shoes until he was 12. He was way behind in his development and super naive (worse than me). At the age of 17, his parents and I were still doing all his homeworks, he couldn't even serve his own breakfast (nor boil water nor fry an egg), go to a grocery store and buy things, etc.

I'm not referring to anything criminal, just something that you did, or said, that you later thought..."That was really a dumb thing to do (or say)".

A girlfriend of mine was riding on the back of a guys motorcycle and instead of keeping her feet on the foot pegs, she let them hang down for a few minutes not realizing that her shoes were melting all over his exhaust pipes until she started feeling the heat.

Another really dumb thing I have done is to try to walk fast up, or down, stairs with high heels on... not a good idea! ... lol

So I met this guy some time back, he fell in love with me, he has followed me a couple of times, to my friends house because he thought i wasn't meeting my friend, he's threatened to beat up a friend of mine. In the past month, he's been sending me a gift every week, his last gift was a heart shaped box with a pair of baby shoes inside which represents the fact he wants kids with me and 4 roses (which represents the children he wants to have with me in the future. I don't know whether he's showing stalker tendencies and this might be dangerous in the future.
