You may reverse this question to make it awkward on me, "Do close guy friends compliment each other's boxers in locker rooms?", to which the answer is no, lol.

But guys don't have as much emphasis or advertising done on their underwear. The best male underwear is really plain, just made of comfortable material.

But girls have a TON of advertising done on their underwear... especially thanks to Victoria's Secret, but even just in general. And I'm not gonna lie, some of the underwear looks pretty lit. They're super pretty and full of lace, and come in so many different styles.

But then again, it'd be rather silly to assume the average woman can afford that stuff. Most women just probably wear really plain bras and panties that aren't as pretty but more comfortable.

Still, if 2 girls are super close friends, and they're changing together in a locker room, I don't think it seems too far off for one of them to compliment the other. Especially since it's not that different from a bikini. Plus, when you're super close friends with someone, you don't really worry as much about coming off as "awkward" or anything. It's almost like they're family.
