Search Results: whose job is it to ask a person out

I recently mentioned to someone that I couldn't get a job and they replied that it was all my fault and that my attitude was the problem. Let me briefly explain my situation:

I have a job at home, but I'm at college now, three hours away. I need a job to pay for tuition. I can't get a job on or off campus, I've applied everywhere within walking distance. I don't have a car and if I did I wouldn't be able to pay for insurance if I had it here with me. I was complaining because during the open house at my school they said that 85% of students were employed on campus but I can't get a job anywhere. Then the person said it was because of my attitude. (I didn't leave any 'tude on the applications, and I was never called back for an interview to actually talk to someone.)

In this situation, I would say the reason I don't have a job is because no one wants to hire me. (I have experience, no jail time, good grades, good work references, all that stuff.) But as I said, this person was insistent that it was my fault. He said, "Anyone who wants a job can get one. It's that simple. If you don't have a job it's because you aren't willing to work." Let me just add that I applied at fast food places and a grocery store, not something I wasn't qualified for.

As a note, from previous experience what I've noticed is that managers pick whoever is qualified and at the top of the pile. They could be collecting applications for two weeks and then pick the last three people who applied because they don't care about finding the best employee, just the most convenient ones. They will also lie when asked about application statuses and say they don't know because the hiring manager isn't in. (The hiring manager will say this). They don't care about references, basically someone convicted of a felony with a history of violence who can work whenever and has a car is the best choice if they're at the top of the pile.

So not in this case, but in all cases, whose fault do you assume it is if a person can't get a job? (I'm asking about your political party because so far it's been privileged republicans who have a certain attitude and democrats go the other way).
