the impalement on a stake/pole/spear as a legal punishment for female sex offenders?

I have no opinion on this but I'd like to hear from your perspective.

Let me first say I am, in no manner, posting this to cause an issue but I do realize there will (very likely) be one based on this question. I am asking the following questions for two reasons:

1) As an American (much like any other countries citizens curious about world news) we simply do not live in said area and therefore must rely on the accuracy and (hopefully) reporting integrity on issues (which has been lacking for quite awhile as you all know).

2) I have a condo in London which I rarely use and over the past 5 years have seen a noticeable change within British culture in terms of the vast majority seemingly taking a back seat on many issue (s) and (again, I am not saying this to cause issue but, rather, to gain intellectual insight) having their voices not be heard.

In conjunction with the above article, the sex ring issue (s) taking place across the EU & the fact that this issue is not the first daytime and ruthless beheading to take place to an individual in England my question is as follows:

I have always had a great deal of respect for both the British people and their long history. One thing about the Brit's is their unwillingness to lay down and allow either their country or their culture to be torn down from anything "outside" what they consider their own. That said:

What is the general feeling by everyday citizens on these attacks, sex crimes, pathetic punishments for the gravity of these crimes and why haven't the general public put their foot down and stopped it?

Please Note: Anyone else across the EU should feel free to weigh in with stories & opinions as well.
