When you use Face ID or even fingerprint ID, is it private, or is someone capturing that information to build some kind of database to use later?

Are they going to suddenly have everyone's biometrics and recognize you when you walk into a store or DMV or hospital or whatever? Are you going to be required to give your fingerprint to everyone to be able to spend money?
