So this happened in a recent comic. There was even a flashback of his childhood about a woman trying to brainwash him to work for Hydra. They're pretty much trying to tell us that he's been a Hydra double agent since the start (from his first silver age appearance in the 60s). This is how it ended:



And this IS Steve Rodgers. It's not Sam Wilson, who was Cap for the last few years. It's also not Bucky. He's also not a clone or a decoy. The writer also revealed that he's not being controlled and he's not pretending.

Personally, I think it's a slap in the face to the creators. He was created by 2 Jewish people and his very first comic shows him punching Hitler in the face. This just goes against everything he ever stood for.
