I think it's kind of unfair honestly. I always try to treat everyone with respect, regardless of race, gender, religion or anything at all. But when I see a female showing cleavage, I can't help it... it's like my brain literally forces me to look and when I do I get accused of being a perv or called other things. Why do females seem to wear clothes that show off their breasts if they are going to get mad if people look? It seems like a trap in a way... Am I crazy? Do other guys have this problem? Is it just my age and I'll eventually stop caring? Females that show cleavage, why do you get mad if you see a guy looking?

I'd guess so because on average, men's shorts only show about half the leg, stopping slightly above the knee, while women's shorts show basically the entire leg, stopping right at the top of the thigh/slightly below the butt cheeks. For visual examples, styles may vary, but on average, men's shorts lengths are something like this, while women's are something like this.

Not only that, but in addition to women's shorts typically showing more skin, women are expected to shave, and judged rather harshly if they don't, while for men society just doesn't care. Meaning women basically have to shave their entire legs all the way through since women's shorts are so short. You can even see this in the photos I linked. The man's legs are hairy and the woman's are clean shaven, because society just doesn't care what men do with their body hair, while the same doesn't hold true for women.

And as such, it's easier for a relatively confident man to just put on some shorts and head out, while a woman would have to be REALLY confident in her legs, and on top of that do a lot of shaving and exfoliation before they can even put on shorts.

That's just my take on it, but... is it wrong? Is it right?
