Requires any private-sector (non-profit or for-profit) entity that is delegated as a fire department, rescue squad, or other emergency response agency to provide transparency regarding their board of directors, board meetings, and hearings. These entities shall be required to hold public hearings at least semi-annually. Civilians living within the service area of these agencies shall be able to express concerns, ideas, and grievances without retaliation.
3. Expands the state EMS board's role to provide advocacy for improvements and reforms instead of serving solely as regulatory.
4. Enhances penalties for assaults against firefighters and EMS personnel to a minimum of a Class E felony.
