What are your thoughts on my Emergency Services Improvement and Reform Act?

1. Provides immunity to anyone who applies any skill or training they possess, whether licensed or unlicensed, in the event of a medical emergency when one reasonably believes the nearest ambulance or authorized first responder is more than 15 minutes away or when a disaster occurs in the area. This excludes the administration of controlled prescription medications or pharmaceuticals not prescribed to the patient other than oxygen and standard IV fluids. This immunity expands the Good Samaritan Act to prevent individuals from facing reprimand on their professional license when assisting persons experiencing a medical emergency or potentially life-threatening injury with skills beyond basic first aid, knowing that death or disability may occur if care is not administered promptly.
2. Requires any private-sector (non-profit or for-profit) entity that is delegated as a fire department, rescue squad, or other emergency response agency to provide transparency regarding their board of directors, board meetings, and hearings. These entities shall be required to hold public hearings at least semi-annually. Civilians living within the service area of these agencies shall be able to express concerns, ideas, and grievances without retaliation.
3. Expands the state EMS board's role to provide advocacy for improvements and reforms instead of serving solely as regulatory.
4. Enhances penalties for assaults against firefighters and EMS personnel to a minimum of a Class E felony.
5. Provides avenues for EMS professionals to appeal sanctions against their licenses
6. Enables the legal formation of special purpose districts or "authorities" to address lack of emergency service resources. Special purpose districts are autonomous government entities and their own subdivision of the state that serve a singular purpose, much like utility districts and school districts. They are overseen by a board of directors where its seats are elected by the public, appointed, or combination of both.

In our court crazy society it is a wonder that anybody would get involved in an emergency situation whether it is a medical emergency or testifying against a gang banger. Cops do not do their jobs anymore in fear of being terminated and losing their pensions or maybe end up in prison. Democrats want to end qualified immunity to further advance their anti American agenda. Retaliation against good samaritans is an extension of this.
