Can't speak for sociopaths, but can for those more psychopathic. Our emotions aren't low level, we just have a disregard for things we don't like, a lack of empathy and a distorted view of things.

Not really. Autistics have similar issues but very different reasons, causes and how it's manifested. I feel nothing when people die, except when I love them. Even then it's not the same, its more akin to a loved one moving away than anything traumatic. But conversely if someone rapes a loved one or kills them, I'm killing everyone. The rapist, their friends and their family. I see no moral issues with it, and I know exactly what I'm capable of.

@lordofthepined has some form of autism, I don't remember which kind. He has empathy on the more cognitive end but does still have emotional empathy, he just sees things in a black and white, no real shades of grey.
