it varies in hardness and stiffness person to person and time to time depending on lots of things, from how turned on the guy is to how stressed he is in general, how old he is, how tired he is etc etc all can make that vary.

If that were the case we'd be in massive pain because the soft tissue would be under constant stress.
A dick is flaccid (soft and sometimes half it's hard size) when not stimulated.

  No. The dick isn't a muscle.
  If anything, there's growers and showers (small flaccid and large erect vs large flaccid and average erect/above average erect), with the showers being a bit more firm. But I wouldn't know, never touched any dick besides my own, and I'm a grower.

Gosh no. Most of the time they are soft. The hardness/stiffness is an erection and erections come and go, not stay all the time.
