As a guy, I would apologize profusely, and hope that one of my other cards is not declined.

by the way, this happened to me... once... when I was in another city and the card's computer system thought it might be fraud.

If the guy only has one card, or none of his cards work, I'd ask my date if she could pay and I would quickly pay her back.

If that doesn't work, I would ask her to stay at the restaurant while I find the nearest ATM.

Sometime in the future, we would both laugh about this. :-)

I prefer to use cards. Never had one declined on a date though. But I keep enough cash on me for dates just in case my card gets declined, the machine is down or she turns out to be a hooker.

Wait to see if they have another card. If not I'll pay it, and they can repay me.  If you invite someone on a date, you pay. If you can't pay, don't go.

I would wait to see if it's an error of one time or it keeps happening. I actally had myself opportunity to see with my own card that If that happens DOES NOT mean you have no money, literally it can be the device that has some issues. That actually happened to me in one store. They guided me to a different cashiers place to pay on different device.
So, I wouldn't jump to conclusions. But regardless of what I assume whether he does or doesn't have money...
If the waiter is getting too uncomfortable, I might jump in and say something along the line of retelling shortly my past experience and elegantly note that of course he has money. And then, completely elegantly, I'd say with
Sweetheart, might you have some cash with you as well?, with a relaxed smile.
If he doesn't seem to have it, I'd just wave off towards the waiter in a relaxed way and say "ah never mind, I will pay then. But just so that you know, if it gets declined, you might want to have that device checked as soon as possible." And then calmly give the waiter the warmest smile.

Pay with another card.  This happened to me once, and I didn't like it. When I got home I called the card company, who apologized for their mistake. Fine. I canceled the card anyway.

It can happen to anyone for a multitude of reasons, not just insufficient funds. The stories I have.. I would just pay full and think nothing more.

I never go out without cash, so this should not be an issue... and nowadays you can pay with cash, cards and even your phone... it's almost 2022, lol (knocking on wood)

If my card was declined I'd just use another card. Most likely I'd be paying cash though. I'm not big on using credit cards.  If it was her card I'd cover the bill without thinking about it.
