I have never told someone that they looked “hot” unless they’re my boyfriend. I’m single now, but I used to say that to my ex whenever he was feeling insecure/needed a confident boost. Or just to flirt, in general.
Why would I never say that to a person I’m casually chatting with? The term “hot” has sexual connotations. I do not want to give them a wrong idea that I want to be sexual with them. I would much rather compliment them on certain aspects of their personality. For example, if the person was a good conversationalist, I would tell them that. I always give out only genuine compliments.
If someone (around my age) says I’m hot, I’d say: “thank you very much for the compliment. I appreciate it”. If it was someone much older, I would not hesitate to kick their butt.

Because initially girls are being defensive and protecting themselves from someone who will use them. They want to be complimented but instead of focusing on their appearance find a part of their personality you like.
