So my friend was cool to tell my crush about me and he said to her I should stop being shy and reach out. So I did and said hi. He said hi back. I even said happy birthday and he’s ghosted me ever since. But still creeps my stories. Why did he tell my friend I should text him if he’s just gonna ghost me anyway?

Because it didn’t go anywhere. You said hi, he said hi, but no connection was made in this conversation, so he wasn’t interested. Watching your stories doesn’t mean he’s “creeping”, he’s doing what anyone on your friends list would do, you’ve just specifically honed in on his activity. But it’s not some secret hidden meaning to it or nothing, you two just didn’t click, so you move on.

But that’s what I’m saying, even if he’s creeping, orbiting, etc, it doesn’t automatically relay mutual interest in starting something romantic with you. If he were, then he would’ve jumped at the opportunity to get to know you, especially since you reached out first, and made attempts at engaging, even saying happy birthday. I’m sure this isn’t the sort of thing you want to hear, especially if you like him a lot. But the fact that he watches all your stories shouldn’t be misinterpreted on purpose.
