There’s always exceptions like they’re too shy or scared etc, but it’s mostly true for everyone because you gotta think what are the chances of you being the exception. Especially if you’ve already shown ur interest and they haven’t yet, it’s likely they aren’t interested

From a practical standpoint, I would say that's very true. If someone wants to pursue a relationship with you, they generally aren't going to leave you wondering (unless you are socially retarded, which unfortunately a lot of people are).

I will say that sometimes people are definitely interested, but they don't have the confidence or social sophistication to know how to express themselves. You shouldn't hold your breath waiting to try and figure people like that out.
