Depending on the jurisprudence it could be legal. Many have a Romeo & Juliet provision which allows maybe a 5 year gap in ages below the age of consent. The 17 yo girl may be below the age of consent herself.

Morally I think it is wrong but the 14 yo boy probably disagrees.

There is nothing stopping a 17 yo girl going out with a 14 yo boy other than societal disapproval. I would think it weird and assume there was something a bit wrong with the 17 yo girl. But how do know they aren't only friends?

Where the age of consent is 16 yo I don't know if there is any prohibition against a 16+ person having sex with a 16- person. It is interesting because an AoC of 16 is saying the 16 yo is a sexual adult when they might not be able to sign a phone contract.

That is fine if they both want to date. At their ages they should not have sex. If they do, she would not be prosecuted for statutory rape because, in those circumstances girls never are. However, in theory she could be unless she lives in a state with a 3 year or greater 'close to age' exception.

Obviously maturity levels matter. A 14 year old thinks nothing like they would at 17. Something is wrong with a 17 year old wanting to date a 14 yr old doesn't matter what gender.

I guess, but at that age there is a pretty large difference in maturity levels.
Males mature slower than females, so while he is 14, he may act 12.
Not everyone, but the vast majority of males mature later than females.
