If not then like another user said no one is atttractive to everyone. I am guessing the person who do not pay you much positive attention do not find you attractive. I said before this is just my guess. I am not saying this is without a doubt very true.

Signs, and guys will check you out and give you compliments. Girls will check you out, smile a lot and laugh a lot and a some will actually reach out to talk to you.
When they don't find you attractive, you won't get people looking.
