Of course he can. The things you mention like the job, house, car, etc are good to work on first so that you are established but that doesn't mean you can't date before that. Most people do. 24 is not old by any means. The introvert part might be your biggest obstacle because you are less likely to engage other people. That doesn't mean it isn't possible. If it were me I would suggest going out in a group of friends. That takes some of the heat off having to start conversations. Go and have a good time and perhaps being in a group that you are familiar with might help you loosen up and talk to girls. I see shy people all the time working as a bartender and I notice that they tend to get a little more chatty when they are with a group of friends. It may take them more time to open up but it is possible.
