Guys, How do you know when someone isn't going to marry you?

Been together for a while and he said that non of his needs are being met, he promised that we'd get married on my birthday which is coming up but when I started telling family and friends his demeanor towards everything changed. he didn't see the point of marriage because it's a lose lose situation for him. He mentioned that if he would've dated outside of our race he would've had a better dating experience, and women of other race are nicer to black men and would appreciate a hard working man and he just shitted on everything that I do, nothing is enough for him. He says I took him away from his spiritual path and we were never aligned but we have children together and currently live together. He says that I over spend but I only spend money on necessities and things we need for the house. He says that I should consult him before every transaction but when I do or have before he would say if it's something that we need just buy it. So now I'm just confused, hurt and feel unseen. Nothing is good enough, I'm not good enough. I just don't know what to do.
he said black women suck then doubled back and said women in general suck and most men feel this way. He said he's given more than he's received. He says I always have an attitude but that's far from the truth.
how do you meet someone needs when the answer is vague. What do men need?
