The publisher does. The size of their company/business isn't relevant.

Re: your update: a badge? No. But if they are a business, they'll be registered in the state where they're located (sometimes the city, too). They'll have a DUNS number that allows you to look up things like revenue, taxes, company leadership, etc. Also, if they're a legitimate publisher, they'll likely be connected to a publisher's association or trade union.

Here's the thing: don't go cheap. If you're looking for a legit publisher, work with a company that is listed and that you trust. Otherwise you may end up with a work that isn't yours.
