I think it would be blink, although this is a annoying thought but here's why.

The action of winking is to close one of two eyes, so you require two eyes to actually wink, it's where you keep eye contact with someone while closing another eye, therefore if mike wazowski or any Cyclops were to do this action it would be blinking as they cannot maintain eye contact while closing their eye, and so making it a blink :p

Sorry for such a long winded explanation ^_^'

Depends on what he is doing. If he is actually closing his eye on purpose, he is winking, but his eye involuntarily blinks all the time.
