In DC, Superman because even his weaknesses come with conditions. Kryptonite doesn't work unless it's from his universe, magic does practically nothing even though he'd suppose to be as immune to it as any regular human, red sun radiation has no long term effects, high pitched noises do practically nothing, and his Solar Flare only makes him human for 24 hours (imagine being the strongest hero on earth and it only takes you 24 hours to regain all your strength on solar power alone.).
For Marvel it is Thor, he's just too strong in too many instances and too weak in others. He somehow beat Gorr, who slew pantheons (all father's and all), and he's treated like the future king of Asgard even though Odin makes him look like a child.

Reason is, he's the most ridiculous and ultra exaggerated superhero ever! He's half the reason I dislike DC comics too. He's so powerful, that I can't take any interest in any story that he's involved in. 😑

I feel like flash is the most pathetic. His superpower is running fast. Not that special.
Superman. He is just a cheap superhero idea. I imagine a boardroom meeting where they came up with him going something like this:
