I think it depends on your expectations and what you actually like. Sims 3 and 4 are basically polar opposites in what is good and what was terrible, and both (but especially 4) require significant investment into expansion content to feel like a complete game.

I played a ton of Sims 3 during its cycle, but the vast majority of my time was building lots rather than actually playing the game. It had an abundance of bugs and game-breaking crashes that never got officially fixed, so you end up having to download mods to make it playable, and even then it was a bit of a crapshoot. It has a lot of DLC, but some are skippable without losing out on anything of value.

From my standpoint as mostly a builder, Sims 4 was a huge step backwards because it neutered the crap out of most custom design aspects and never restored them while also adopting a more cartoonish aesthetic than it used to have. Virtually all attention was spent on making the game run smoother than its predecessor, which means major sacrifices were made even though the actual gameplay is mostly better. The addons for it are also pretty overpriced and generally not worthwhile without stacking most of them together, so I'd hold off until there's a big sale to get multiple at once. They have since added some building stuff for free that you couldn't do before in game 3 (like curved walls and free-placed windows), but you still can't use custom colors or patterns on surfaces, which has always been the worst drawback in the game. One thing 4 does much better though, is integrating the content of each DLC into the base game, so while they're extortionate with their pricing, you are actually making the game bigger with each addition rather than just getting one new standalone world at a time.

If it is what you want it to be you'll find it very addicting, as it is with all games. If you like spending time on it, you're in danger :p especially if you don't have anything else that you want to do.
