Can a fictional location be in Public Domain?

We all know about some fictional characters are in the Public Domain and some fictional characters are not in the Public Domain.

I was wondering about cities like

Gotham, Jump City, and others like those.

Yes for sure, if the book or what ever is made in is out to the public domain then so will anything in it
But that dose come with a limit

Lets say a book come out in 1950 and it has a wonderful city with amazing stuff and all that

Then a second book about that serise come out in 1980 (The writer needed more money after using it all for 30 years) and it added more stuff to the character and city and world like the big Red building in the center

then at 2000 (where its 50 years copyright) the first book go to the public domain, and you can use its town and characters
But not the stuff from the second book like the big red building
You will have to wait for its cooyright to expire

For that exsample Winny the poo may relase soon from copyright (if disney dont make his santance longer again) but this is the orignal one, not the disney one, that means the bear is ok, the red shirt is not as that something disney added

I think they are probably copyrighted, probably by the author, but possibly the publisher. The owner of the copyright can certainly put it in the public domain. Other than that, I'd be surprised if anything in the story can be in the public domain until the copyright expires..

Yes at least with one of your choices. I have always heard that Gotham was NYC around the 1980-84 time period. I have no clue about Jump City but I bet some Cinema site would know.
