Would Peggy Carter have still fallen for Steve Rogers without the super serum?

Wasn't that basically the case in the last movie? I mean he wasn't real muscular or young he was a tall old man and he still married peggy.

I thought the idea was he went back in time, decided to marry her, and then came back to modern day as an old man.

Ok so I went back and watched a few scenes and at the end of the movie they show him going to peggy's house in the 40s and starting their life together. And then in the scene where he gives the shield away to his partner he said he decided to try some of that life his buddy was talking about.

But he did look like his super soldier self when he went back to the house and met with peggy and danced with her. So I'm going to assume that he still had the serum in him. But it should be noted that peggy said to him that she did fall for him because of who he was back in I think the first captain america movie.
