The title of the piece is: Nymphs Dancing to Pan's Flute by Joseph Tomanek in about 1920

Looks like the devil is on the side of the women dancing so I would assume naked witches dancing in a forest summoning up the devil or a hell dimension where they're forced to dance naked. But more so the former than the latter.
