Uhm, most probably Sauron from the Lord of Rings.

In the movies he's portrayed has a malicious, flaming Eye that commands the legions of Mordor to destroy and conquer the Middle-Earth; but in the whole work of Tolkien it's elaborated he's a Maiar - an angelic being, the same race of the wizard Gandalf - sent by Eru (God) to the Middle-Earth to bring order and progress and stop the first Dark Lord Morgoth from destroying everything.

Problem is, Morgoth eventually corrupts Sauron into following him with the promise of building a new world where order is established and it goes downhill from there - after Morgoth is banished Sauron actually repents and tries to reform, but when he's told he'll get called back and at the very least kept on a tight leash he flees and from then on tries to carry out his goal even if it goes against his former masters.

Tolkien said that if Sauron won, he's have indistrialized and put forward Middle-Earth in some sort of Indistrial Revolution, however not caring about the costs in terms of lives and blood - ie progress at all costs.

Sauron is the archetype of "the road to hell is paved with good intentions". He thinks he's right and knows best for everyone, and doesn't undestand why everyone opposes him since he's been sent to unite and bring order.

I don't watch much other than horror. There is more villains that I sympathise with but wouldn't say agree.

Closest is probably Jigsaw he makes sense most of the time but I recognise his view is highly subjective, as not all he tested were equal in sin really, and he even picked people he thought were making bad choices rather than actual harmful criminals.

So Jigsaw in the end personally targeted people based on his own belief of what was wrong or right without a merited more objective measure. Making him wrong in the end tbh as much as I like him.

As an honourable mention of sorts, just include any slasher villain who's just trying to get revenge there is a lot of them. And if it's for revenge I don't disagree with them well besides maybe the innocent random they have to kill to fill out film time lmao.

Freddy krueger is probably best example of you go by the origin where he was wrongfully killed by the parents. Killing the children to his killers is probably unfair though, rather than killing them. If you go by his other origin where he was rightfully killed then nothing to agree with.

they say Gordon Gekko was supposed to be the villain of Wall Street, but everyone saw him as the hero, so i choose Michael Douglas for doing such a good job of selling the part. i don't necessarily agree with Gordon Gekko, but he does tell it like it is as far as how the world works
