  Maybe it's because of the example picture? That it's not showing a real person with it. I can think of a lot of guys from the 90's making it look hot. Here of some I can think of.

  Well, it is 20 years out of date and isn't considered fashionable like other things from the 90s. I guess if you were purposely styling your hair 20 years out of fashion I would think you were weird.
