I think it looks really good when the shorts are fairly short. It adds a bit of modesty, and adds a lot of visual interest. I like it a lot. I think that when the shorts start getting longer, it stars looking a bit worse though. Baggy shorts down to a person's knees, for example, look really wrong with tights underneath them, in my opinion.

The short answer is yes I like it. The long answer is yes I like it, but it depends on the type of shorts...

Well, of course I cannot judge for a 13 year old, but yeah I do like the look.
Some casual looks are nice with tights, shorts is certainly one of them :D
Some girls have a really good feel for the best combinations of color and pattern between tights and either shorts, skirt or dress. That can make some very cute looks!
