Long hair (shoulder length) is a womans sensuality. Short hair is for guys. So if you want to be more to the feminine side then long hair is part of that. Sure it's more work. So is putting makeup on, or keeping your figure. It's all part of being a woman.
Bangs are a non-starter as well. Unless you're one of the very few that can pull it off - some look really good, but most don't.
The worst style are the cropped off do's that are really short in the center of the back of the head, kind of like a ducktail. Popular for older women. I cannot for the life of me figure out who tells them this looks good. My wife says their hairdresser tells them it looks good because it's a high-maintenance cut so they keep having to keep coming back - so more $$ for the hairdresser. Egads. Where's the barf icon?

At least in the US and many European countries, long hair is viewed as feminine. It is what is routinely used to differentiate the sexes (even though clearly men can have long hair too). It's often a symbol of a woman's health and vitality. Every culture, no matter where they exist on the planet has standards of beauty for both men and women. It is what a culture has decided collectively through history and time, that they particularly find attractive. These things can change of course--look at the 20s, and to some extent the 90s, where many women chopped their hair short.
