Girls with wide hips and small waist, where do you shop for shorts?

I really struggle with finding a good fit. I always have to go sizes up because of my hips/butt, which leaves a huge gap on my lower back/waist area. Tried Fashion Nova and still sucks.

I have a mom jean short from Pull&Bear which fits pretty well. I always have the same issues.
For normal jeans, the shaping jeans from H&M are really good.
Also Levi's used to have these curve IDs and the bold curve actually fits really well.
Other than that, I tend to buy shorts that fit loose around the legs and are stretchy at the waist, since jean shorts almost never work out for me.
