It's not so much how big the tits are, but how much they let hang out. It does look rather slutty to have a lot of boob hanging out, or deliberately showing. I understand, that a girl with big boobs will show more than boobs than will most girls. That's largely unavoidable, and I don't think any less of her because of it. But, if she has lots hanging out, then that is a choice, and does come across as slutty.
