It's not slutty if you wear a tank top/camisole underneath it, rather than just a bra. And it being too tight can make it slutty as well.

Like, this link with a tank top or whatever underneath it is a good balance.

its not slutty if you wear a bra, as shown in those pics. it IS slutty if you dont. then again, its never how you dress, its how you act
