I think it's a bit of an outdated makeup "rule" that only certain eye shadow colors look the best with certain eye colors. I think it depends a lot more on your complexion and what clothes you want to wear (if you want your makeup to match your clothes). I stay away from cool-toned shadows (purples, blues, greens) etc because I have such pale skin and I think I could easily look like someone has just punched me in the eye if I tried those colors. And I have blue eyes, so "technically" any of those colors could work with my eye color, but because of my complexion, I feel like they wouldn't.
If you want to stand out though, you could do your eyeshadow according to color theory. One approach would be to pick a complementary color. So with hazel eyes, you could make them really pop with a blue/teal eye shadow. And since I have blue eyes, I could make them pop with an orange/reddish color.
