I don’t think it is because each country has height statistics on what the average height is for a woman or man. You can Google average height for a woman or man in the USA, Australia, France, South Africa or China etc

If a person is below average height I think that makes them short and if a person is above average height I think that makes them tall.

Tall and short are entirely, 100% subjective. Even among so-called "average height," which differs by country and time period.

The real true height that fully-grown homo sapien men are supposed to be is 184 cm, or a little over 6'0". But the agricultural age severely reduced the height of human men, making them lazy and weak after no longer being hunter/gatherers. It shrunk the adult human male "average" down to 165 cm, or 5'5". Most of the world outside of northern Europe still has piss-poor health to this day and hasn't caught up yet.

Which is why when people try to say "five foot eleven is tall (for a man)," they're both potentially-subjectively wrong (it'd be short for a man in The Netherlands, as well as short for a man in the NBA and the WWE) and objectively wrong (under the scientific human standard of 184 cm).

It's not factual or anything, but the general consensus among modern Westerners is that anything 185 cm (6'1") and up is tall for a man and anything 175 cm (5'9") and up is tall for a woman. And anything below these heights is not-tall (short) for their respective genders.

But in modern times, "tall" and "short" are purely subjective terms, and the median height doesn't even matter (meaning, one can be taller than average, but still "short" in someone's eyes). Only the median height has some scientific basis in fact, and as mentioned, that changes by time and place.
