+1 yI wouldn't count on it but, maybe the bra queen will tell you otherwise. She claims that even a flat-chested girl can be a D or DD cup!! At 28, you must be damn skinny!! I'm, generally, a stick and one of my thighs is almost 28!!

I have no idea how heavy a kg is. My ex-fiance was only 5' 3" and she was a tad on the chubby side.

28 isn't 'damn skinny' FYI. There are plenty of people who need 28, 26, 24 bands. It also depends on your height, fat distribution, etc. There are people who wear 28 bands who look skinny, and people who wear 28 bands that don't.

How big you think 28DD is depends on individual perception, but most would agree that 28DD when correctly fitted, is a small size. Gal Gadot is roughly a 28DD for example. Is she big or small to you?

@softlyautumnal She seems fairly big to me. You also have to take into account where people are located, women in different parts of the world have different sizes. Where I live though, C cup is typical, D is a bit on the big side, and DD is voluptuous. It's not a bad thing, if you're a DD I would wear them with pride :)

It's actually a VERY common bra size. Most people who wear 32A are incorrectly fitted and actually need 28DD.
It's because of an incorrect measuring method called the +4 method (the one that tells you to add 4/5 inches to your underbust measurement to get your band size - yes that's incorrect). 28DD is for someone with a 28 inch underbust and 33 inch bust. If you use the +4 method on that size, you get a 32 underbust and 33 bust which is a 32A (but the +4 method is wrong).
Gal Gadot is roughly a 28DD.

^ This highlights the problem, and why it's important that we quash these misconceptions. They are so widespread and deeply rooted, and women have to do serious research to find out how bra sizes ACTUALLY WORK. Then when they do, and they try to educate others, they're told they're wrong. Disbelieve me all you want, you're a man and I assume you'll never want to wear a bra, but you'd be a fool to think that you are the one who's right here. - +1 y

@FunkyMonkee Well duh, because 36D is way bigger than 28DD. 36D is for a 36 inch underbust and 40 inch bust, 28DD is for a 28 inch underbust and 33 inch bust.

Didn't really find anything out about those two men you mentioned so I looked up what does 28dd size boobs look like and there was a girl it showed in detail how to measure the size of a breast properly it was so very interesting I've never really been into big boobs because I have always felt that they didn't have as much sensation as smaller boobs or nipples and I've been corrected in my thinking because I've been told that I'm wrong which is cool I was curious about it 28dd because I've never heard of it before. I think they are very hot sexy breast and specially if you don't have to measure the right size bra to wear I'm curious for you do you have lots of sensation in your breasts are in your nipples

My girlfriend wears a size that is D and she is busty, so I thought DD was supposed to be even bigger?
Honestly, I was surprised they were supposedly only just D's because they look the about the similar size as my first ex who had DD's.
But does it also depend on the brand of bra, maybe?

If your girlfriend ever says her bra is uncomfortable, you should get her to try measuring herself with a reliable bra size calculator (for example, abrathatfits). It changed my life! So many of us wear the wrong size, and many of us are even measured in the wrong size by 'professionals'

I'm a bra fitter and the only 'truth' here is that C isn't the average cup size. C is actually on the rarer side. A and B cups are even more rare. Don't act like an expert on something that doesn't even matter to you.
