It seems like red hair is generally considered more attractive on average in women than men?

That's what I've heard; I'm not sexually attracted to men, so I don't have an opinion on that, but I've seen no shortage of pretty redheaded women. Kinda makes me wonder if a distaste for those men is part of the reason red hair is so uncommon.

Yeah, I agree. Generally female redheads are though as attractive and unattractive for their male counterparts.
