She's wearing an overconstructed form of a bustier. The bracelets, however, are fascinating. I don't think the top or the skirt do much, though. It looks like a mess.

Maybe. The picture is way too small and the resolution is too low to be certain. But it looks like you can see some of her stomach between the bottom of her top and her skirt/pants. And, maybe those are cutouts in her top in which case yes, you can see her stomach. But, if those are not cutouts and they're just panels then the top is even more hideous than I first thought.
