Personally, if someone likes a piece of clothing (outside of it being inappropriate), they should wear it and not succumb to any potential societal conventions. Or in other words, if you like it, you should wear it regardless of age.

That being said, if you do want to comply with societal conventions, then you can still wear it because you're still very young. I don't think it'd be odd to see a girl your age, or even a bit older, wearing that dress.
