Sometimes yes, sometimes no.
Depends a lot on situation. If the underwear is relatively clean and it is your last set and is raining outside so no laundry, I'd probably wear it again.
On the other hand, if I had passed gas with a bit of solid material escaping, and there's track mark or lump or worse, I'd rather go commando.
I wear my underwear a lot of times. Usually I wash them in between.
So yeah at least sometimes wearing twice happens for me.

I've worn the same underwear for a nearly a week when I was in an OP in the desert. Several missions ran multiple days and you're in the same clothes the whole time. Didn't get an actual shower for 7 or 8 weeks, just baby wipes and the twice it rained. Not having to do that again, sometimes I change that ist twice a day. I have tons of boxers. I'm not going to run out, I'm making up for all those other years...

Depends on the situation.

I don't wear a lot of cotton underwear. Most of mine is a spandex blend so they stay fresh for a lot longer. Cotton gets sweaty and dirty a lot easier.

That being said I still wouldn't want to wear the same pair for too long or more than once before washing.

You can wear whatever you want twice but recycling underwear is a no go unless you are camping or something like that.

I occasionally wear the same pair two days in a row, depending on my schedule. I wear boxer briefs so they don't get very dirty.
