Are you okay if the girl has lipstick, lipgloss, lip oil ect on when kissing?

I'd want to know the specific stick she used and to know its ingredients. If it's unhealthy for men or for humans in general, then I'd rather have her wash it off and stop using it. If she won't, then I'd gracefully part ways.

Not a problem, a lot of kisses are spontaneous and you do not really want to be killing the moment by asking her to remove her lipstick.

Its fine. Keeps the lips from being dry (dry kissing is terrible!). And if you get lipstick on him... tell him. And wipe it off.
