If someone has their own name tattooed on them are they encouraging people to approach them?

This woman has "My name is Kelly" tattooed twice on her back. I'm assuming the top one is upside down so it can easily be read when she's lying face down sunbathing on the beach. I think it's safe to assume anyone who goes to that length probably has the same thing at the front.

Now the only reason I can think anyone would get their own name as a tattoo is so strangers will feel at ease to approach and say, "Hi Kelly..."
