Are socks underwear for the feet?

Socks are socks & after pondering this one I can only come to one conclusion. Socks are NOT underwear for the feet, socks are outerwear for the feet. However socks could be underwear for your footwear if you are wearing it. Underwear is what you wear under your outerwear but if you are only wearing underwear is it really underwear or does it become outerwear? I have some more pondering to do.

No, as taking off underwear gets me arrested while socks do not. And trust me wearing socks as underwear leads to the same result as if I had no underwear oddly.
