I fell in love with these boots and bought them but can't seem to find an outfit they look good with. My though was a Red tank top, Black Pleated mini skirt, black tights and a black cropped jacket. What would you wear them with?

Your idea works, but I’d tweak it a bit. I’d do a fitted black turtleneck or simple black tee, the black pleated mini, sheer black tights, and a leather or denim cropped jacket.

For daytime, try skinny black jeans, a white oversized shirt half-tucked, and the boots as the pop.
