No. 1, this woman isn't 'brown", she's barely tan.
Hair colors that look best on women from tan to chocolate brown may have to do with the UNDERTONES in their skin. Undertones could be yellow, red, pink, solid brown. AND it also has to do with what the person wants to try. I've seen dark skinned women wear white tipped or streaked hair and pull it off because it was applied well.
However, while blonde colors are VERY harsh on black/dark brown hair and can dry it or knock the curl out of it. So have it professionally done and let your hair grow out and rest if you're doing pale colors... Tipping or streaking is probably safer to get a look rather than whole head dyes in drastically changed colors.
Won't know until you try... Using lighter tones of your natural color is usually the safest.
Depends on the tone of their actual skin. Some look best with very dark hair (black or chocolate brown -- or my fave the black with dark highlights) and others with more honey-toned hair.

Just like other skin tones, brown skin comes in all seasons. The color coordination for hair or clothing isn't just whether the skin is "brown," but which shades and colors make the skin pop. That includes color wheel theory, but goes way beyond it. I've actually taken a few Black and Mexican girls shopping after I helped one girl find just the right shades that showed how stunning she was. It's a myth that we can just choose hair colors. Highlights and accessories also matter more than people think.
The darker the better. If I wanted light hair I'd go for light skinned girls... Ps. I don't want light hair or light skin.
Red! Nah actually pretty much any other color.
