What is shown in the picture looks in any case heavy and too rich in calories. Maybe good when after breakfast one has something to do requiring a lot of efforts and calories. Otherwise I'd avoid that kind of dish, safe in case of emergency ;0)
That could be any meal of your day. Here in the US, "breakfast food" is pretty commonly eaten for dinner too. We also do steak and eggs or corned beef hash and eggs for breakfast.
The genius of that meal is that it works for any time of day. In my opinion, it even works for dessert.
