Why do girls like to show off their panties?

I've noticed that a lot of girls like to wear short skirts/dresses. I know you're gonna say that I'm stupid for not noticing this earlier, but whatever. Whenever they wear them, they're usually bound to show off their underpants. But they don't seem to care. I remember one time, I was at a mall, and then I was sitting and waiting for my friend to arrive, and then this beautiful chick in a hot pink miniskirt, black knee-length boots, an aqua blue tank top, and a purple, long sleeved jacket. She was sitting on the bench across from me with her legs spread slightly apart, and I could see her white panties up her skirt. Since I'm a guy, I obviously tried to look up it, which I successfully did, but she noticed I was looking up it, and I thought: "Oh crap, I'm doomed." But she just smiled and continued looking at her phone. But she wasn't the only individual to do this. At my old high school, girls would always wear short miniskirts and dresses, and they would give me and the fellows lots of pantyshots. So I wonder, why do girls do this? Does it turn them on, or are they begging for attention? Or do they wanna take advantage of guys and use them as their slaves? I don't know.
