Girls, why do girls always tug down on their shorts or skirts whenever I look over in the direction where the girl is?

Like whenever I look over towards the direction a girl may be I always notice them tugging or pulling their shorts or skirt a bit. Like today a girl who was wearing like nike pros under her demin shorts saw me and then started down her nike pros a bit and gave me a dirty look :(( and another girl wearing a skirt did the same thing.
